During the Legislative Council Finance Committee’s special meeting in April, Section 12 focused on environment and ecology. One legislator raised concerns that the average utilization rate of the 1,600 charging stations in 74 government car parks was only 12%, deeming such a low utilization rate a waste of resources. The authorities responded that they had previously changed the charging model with operators to a “pay-as-you-go” system, aiming to marketize the service and thus incentivizing operators to increase utilization. Another legislator noted that under the “EV Estate Charging Subsidy Scheme,” 28 housing estate car parks with 5,000 parking spaces withdrew after their applications were approved.
